Carbon Buster's Handbook: Chapter 7 - Electric Power
Not all new TVs and computer monitors use less electricity
A caveat about newer televisions and computer monitors: If you are thinking about replacing your old CRT-based display in order to reduce your energy consumption, be warned that many new video monitors hog just as much energy as older ones. The reasons are two-fold; firstly, most of the newer displays are more efficient per unit of area, but are much larger and, secondly, most displays continue to consume electricity even when they have been shut off. As a general rule, plasma display screens produce much more heat than CRT or LCD based screens.
Carbon Busters recommends measuring actual power consumption if at all possible. One can use a device such as a Watts-up Meter or Kill-a-Watt meter. Most manufacturers now provide power consumption information on their website.
